Those are named items, you don't manufacture them, you get those via drops only.

To give a better answer:
T1 Named mods (Officemods, T1 meta 1-4 and certain faction) drop from ships you kill in missions (aka rats).
Frig-rats drop small
Cruiser-Rats drop small-medium
BS drop Large

The Mod-types are based on rat types. To get laser you need to kill for example Bloodraider or Sansha rats. Serpentis are good source for hybrid weapons, gurista for missile launcher and shieldmods. ... you know what i mean.

The higher the meta the less frequently the mods drop. A good source for mods are Missions. Many rats - many loot.

Factionstuff can be obtained from faction-spans like dread gurista overseer or dread gurista infiltrator. You can be lucky and find some in a belt or mission and through exploration.

Officespawns are 0.0 candys . Sometimes, if you are realy, realy lucky you will find one in an 0.0 belt. From those you get the officemods.

that was the mature answer i was looking for. I didnt know which rats dropped the loot and if they were available only through plexing.

So to find the laser i will need to be shooting bloodraider and sansha rats :)

Best source of named mods is not from missions which typically have a poor drop rate, but from 0.0 spawns which are much better quality wise.

Even those aren't great. Out in Delve, the highest normal rat is the Blood Pope. They typically drop Tachyon Beam Laser Is, in my experience at ratting. I did get a few Mega Modulated Pulse drops, but only a few. They were hardly common. In fact, I couldn't say with certainty they were more common than mission drops. They seemed to be (I saw more in ratting) but that could just be a statistical anomaly.
