Yes I would assume energy nuetralizers but they could also mean neutral players as in not blue or red to that particle corp/alliance. |

neuts can either be neutral players, aka your corp/alliance has no standings to them (or their corp/alliance).
or
neuts can be energy neutralizers as you said. |
