In light of Tripoli's recent accomplishment
I ran the numbers through EVEMon to see how long it would take to go from newb to having every skill at level 1. The best I could come up with is 1330 days (about 3 years 8 months) at a cost of 29 billion ISK.
My strategy was to set everything in EVEMon to level 1, assume +5 learning implants (with +4s add 60 days) and then tinker with the training order to make best use of remappings. The order tries to group as many skills with the same primary attribute together as possible. Memory comes first because that's what most learning skills require. Then Intelligence as many Int skills are prereqs for others. Then Perception, Willpower and finally Charisma (no really compelling reason for that order).

There's some oddities in the plan. Instead of going from Eidetic Memory 5 to Learning 5 like normal a bunch of other learning skills are trained along with Cybernetics 3. This is to take maximum advantage of the 1.6 mil newbie training bonus 80k of which would be wasted otherwise. It also allows jumping to +3 implants slightly earlier. In the long run it likely doesn't matter.
Also there's not a full year of Int based skills so the remapping to Perception is delayed for 5 million SP. Its possible that gap could be removed.
