I am a law-enforcement official but at every turn I find criminals and general vagrants are given shortcuts, easy options and many tools with which to carry out their dastardly deeds.

I propose that CCP allow us to enlist in a CONCORD backed militia that would be granted powers to enforce the laws as sanctioned by CONCORD along with a few extra thrown in.

For Example:

-Allow CONCORD Militia Officers (CMO's for short) to temporarily gag spammers if a high enough percentage of pilots in local block said spammer in a short time-frame.

-Allow the CMO's to stop and scan ships for contraband. Players who are in the process of being stopped and searched can have a little pop-up box asking if they wish to comply lawfully or if they wish to flee. Pilots who flee or who are found to have contraband are flagged with a criminal status allowing all CMO's to open fire but they are NOT insta-popped by concord.

-Allow CMO's to respond to regular call-outs that CONCORD would usually handle. Additionally add a delay based security rating of a system to how quickly CONCORD respond to a crime and lets not make it an "exploit" to survive/escape the scene of a crime. For example: Say you attack a miner in a 0.7 system. CONCORD are alerted but because it's 0.7 they take 5 mins to arrive. Consequently every CMO within a jump (or within constellation) is alerted to the crime, criminal(s) and location.

Lets have PLAYERS jump in to stop crimes against other PLAYERS for a change.

Finally I would add a LP system for working for CONCORD that allows you to buy factional mods and ships that are only usable while still enlisted in the CONCORD militia. A small change like this would IMO make Empire space a lot more spicy and EVE in general.

Don't like this one to much to be flagged to have contraband with no proof if you don't want to take the time to be scanned and the people doing the scanning to you could start to become a griever and hold certain people that are trying to trade or on auto might not respond and get flagged. Players with that power might just hit the honest worker for not cooperating when time is money and you make the time longer you are going to get more that don't work with you.

Auto-pilot could automatically stop untill the scan (which would only take say 5 seconds) is completed. You could also put a timer on how often a single CMO could scan ships, say once every 30 seconds and also make it so recently scanned ships can't be rescanned for another 5 mins or untill the next undock.

IMO this would make smuggling not only very lucrative but also really exciting and a big point of player interaction. A whole new class of combat ships disguised as industrial ships could be released etc.

The basic idea is pretty sound.

I think it should be expanded in low sec as well to allow actual policing of nasties too.

Transferable bountys for bounty hunters in offices.
Joinable System Police forces with over +9 standing or over +5 sec status to local faction within constellation. (Bounty offices at capital system) Khanid security forces need good Khanid kingdom standing etc.

for pirates:

Buildable secret Pirates station in 0.1 low security systems with blackmarket. (below -5 sec status) and joinable pirate guilds/corps (needs below -5 standing too, for CEO and players)

This changes maybe bring to us, another playing style in low sec like FW. ( Good boys vs bad boys )

I agree with op. There is no "good guy" option (yes, I know there is no good amongst immortals, actually, there is no good in general, but I think you get the picture). Don't know about completely replacing concord, but giving people pirate hunting licences for lowsec would be a good start.

I think this could help populate lowsec more, as atm it's too much risk vs. reward to try and make isk there for most. This would lower the risk factor considerably. I'm not a criminal irl, but very often I'm less than proud of some of the things I do, which is why I don't take any pleasure from praying on the weak in eve.

This would give me the chance to help the weak, which would make a very nice addition to the game for me.

BTW, you should check out RUZE's post regarding marshals, as it's very similar to yours.

might help clean some of the idioticly high bounties too

CONCORD AI just each week picks 20 people with a bounty and says "we need these people stopped, kill them and you get the bounty, split among your gang, plus so many LP with CONCORD

you gather up your group of people with CONCORD badges, and every 5 min, CONCORD will let you know a last seen on them if they are in empire

maybe evehave it as you move up the ranks of CONCORD, you gain the abilty to send patrols to a system you in, so you go to some 0.3, theres a big gate camp, you can call in some NPCs to help you find them off, it would first call in PCs, and then, if no one comes, NPCs would be sent

I had this idea a while ago, but it applied to low sec. It makes sense if you think about it, as high sec is NPC ruled, and enforced by NPCs. 0.0 is player controlled and has the rules enforced by players. Therefore, Lowsec is player enforced NPC rules. That would be much more of an incentive for people to go to lowsec than many of the measures usually suggested (e.g. moving all level 4s to lowsec).

OMG this would be sweet. The criminals who don't live in high sec can be hunted down. I would join this in a second. Gives a good reason for Non Pirate characters to pvp.

I often don't have much of an opinion on things that go on in EVE as it pretty much does what I want.

This idea though is something I'd support. I don't think that NPC CONCORD should be entirely dismissed though since player CONCORD member activity would increase and decrease at certain times of the day. If NPC CONCORD were no longer exsistent and there were no player CONCORD in a system then that system would effectively become a 0.0 free for all. Perhaps an automatic ballance of NPC/player CONCORD would be a way of overcoming this. No player CONCORD = more NPC CONCORD.

It also brings the question, "Will absolute power corupt absolutely?"

In other words give players the abilties of GM's because they join a milita group, stop players just for a scan (uncalled for delay), radically change how high sec is patroled by removing Gort like effiency and putting bias humans in charge that can be paid off by pirates to ignore the call for help.... no thank you.
