Currently I have:

23 Intelligence
13 Perception
13 Charisma
13 Willpower
23 Memory

I just stopped my learning stuff because I want to start flying in combat. I was wondering the best stat allocation to help boost some of my training times, or if this set up is still good.

I would go to a more balanced distribution. Minimize Charisma, even out everything else, but consider putting a couple extra points in Perception/Willpower or Intelligence or both.

Perception heavy skills include T1 ship skills, and gunnery/missile skills

Intelligence heavy skills include Engineering, Electronics, and Mechanic - essentially what are considered "fitting" and "tanking" skills.

Assuming you have an income and can stand it. It would make sense to train up some fitting skills with your currently imbalanced distribution. There are some exceptions to the above. Drone skills are based on Memory/Perception.
