Basically my main is Gallente spec, am just about to be able to happily fly T2 fit BS with T2 drones (apart from t2 rails so far).

I'd quite like to play about with other races and other ships (namely Amarr and Caldari), and was thinking of perhaps making a new char so as to not deviate the focus and training from my main. Is having two combat spec chars sensible? I have little plans to use two at the same time, more so that I can log in to one of two chars depending on my mood without having to stop skill training.

My advice would be to create a second account to complement your first, rather than to do the same stuff. Cross training Gallante to Caldari is pretty easy.

Cross training is easiest - no need to get those learnings and suport skills up ,..
2nd accounts are useful in other ways - they can support your main.

For a second combat character, probably not unless you were going to create a support character who would help you run PvE missions. If you were looking to create a miner/industrialist then perhaps it would make sense to create a second account because none (or at least very few) of the skills you have on your main would be useful towards that end.
