Skill at social interaction. 5% bonus per level to NPC agent, corporation and faction standing increase.

Does this 5% bonus per level apply to both positive and negative standing changes? Or just the positive ones?

I bolded the part you missread.

It impacts the "increase" not the actual standing.

I didn't misread. Maybe my question wasn't formulated clearly ...

Judging by your answer I'll asume the skill only affects the standings "reward" of missions. And does not affect derived standings from storyline missions in any way. Correct?

It only effects the "reward". That is correct.

Derived standings are a percentage of the "reward", so it's actually impossible to increase one and not the other.

A less confusing skill description would be...

"Skill at social networking. 5% bonus per level to amount of all NPC agent, corporation and faction standing change transactions."

Well, it could be that the percentage for those derived standings are taken from the base standings reward, prior to the effect of the social skill. It could ofcourse also be that the derived standings are calculated after the effect of the social skill.

Which of the above is true? That is what I wanted to learn by making this post.

In the first case you would get an up to 25% bonus to standings increase that does not have a negative (or possitive) effect through derived standings. You would be making "profit". In the second case you would just speed up the process.

Which is it?

From the work some of us did when trying to pin down the derived standing changes, the derived standing changes are calculated with the Social skill included.

Therefore any negative changes from derived standings are also indirectly affected by the Social skill.

The reason why you can make a standing 'profit' is that the upper and lower limits for derived standing changes vary from faction to faction and the upper limit is often higher than the lower one.
