I'm looking to cross train to minmatar. I can fly all of the tech II frigs and cruisers for gallente and I stand at about 13.3 mil SP. Is it the right time and the right move to make? or would Amarr be more beneficial to me?

Well, can you give me a little more info on what you want to do with Minmatar? As it stands now Gallente is a lot better battleship+ atm. If you are going for smaller ships such as HACs then yes Minmatar would be beneficial.

As for Amarr if you are going to be flying smaller ships I would not recommend them. If you want to fly BSs then I would say go Amarr but be careful about skilling for FOTM ships.

If you could give me some more info on what you want to do I could give you some of my advice.

Well I mainly fly in small cruiser sized gangs for roaming. I was considering the Vagabond and Rupture and maybe the force recon ship if its any good (cant remember the name) I know the Jag and Wolf are good ships also, (but so is the Ishkur :P). Amarr seems to be better as the ships get bigger, but I dont reallly go beyond BCs. I'm looking into skill training and times, I'm kinda dumb when it comes to shield tanking so I need to know what skills are required to take shield tanking to best it can go.

I too manly fly in small cruiser sized gangs. The Vagabond and Rupture are both good ships in such situations. Amarr is defiantly good once you get to BC sized ships and up. Just know that Minmatar is VERY skill intensive and takes a lot longer to fly properly than Gallente.

Also note shield tanking is not near as good as armor tanking for Pvp but since you are in a gang tank does not matter as much as dps.

I would suggest sticking it out with Gallente and fly an Ishtar/Thorax T2. But if you REALLY want to make the switch I would suggest Minmatar because they operate very well with smaller ships compared to Amarr.

For a frigate-class ship? Shield Management V, Shield Ops V. I guess you should get Tac Shield IV as well, although I can't recall any frigate fits with hardeners.
But really, if you like flying frigates, I would say get Minmatar AND Gallante AND Amarr. Training a new racial frigate type is a pretty small SP investment; Frigate V, Small Gun V, 2 spec skills to IV - 3 weeks? 4 tops. Each of the races has very worthwhile ships; Claw, Stilleto, Jag, Ishkur, Taranis, Crusader.
(I left out Caldari because you'll have to train up a rack of missile skills for the Crow, but the Harpy is pretty damb good also.)

Then you can train Interceptors V and Assault Ships V and maximise your benefit for doing so, as you'll be gaining at least 4 max'd T2 ships for each one. Add in Destroyers V and you can get in the dictor of your choice (or as available)

EDIT: And then if you want to get into Cruisers, you're really well placed for whichever race. And then really the same argument applies; the SP investment for any specific race won't be that high, and add in Battlecruisers for BC/Command ship goodness.

Bonus: nerfproof!

Thanks thats made it a bit more clear for me. I think going into both Amarr and Minmatar at a later date will be a good idea if i take it slow :D

At 13M skillpoints, assuming you don't have a lot in non-ship/fitting/pvp oriented skills, you're more than ready to cross train.

Keep in mind the Rupture and Hurricane can armor tank, but most T2 minmatar ships (Vagabond, Rapier, Sabre among them) typically fit a passive shield buffer tank. The only active minmatar shield tankers are bonused ships (Cyclone and Maelstrom) and the two command ships (can't recall if they're bonused).
