This worked for me so give it a try.

Instead of clearing your cache in game.
Entering game as bug.

Go

Windows XP

Start > Run > %USERPROFILE%\Local Settings\Application Data\CCP\EVE\c_program_files_ccp_eve_tranquility

Vista - its a different directory, but essentially the same cache folder, petition CCP to find out about it.

Inside this folder cut all the folders and paste them in a new folder in your Eve Directory called Backup - just in case - so it should have nothing in it now.

When the game starts up again it will create a new cache and should work.
