Gas clod can appear in whole of 0.0 (dunno about whole low sec for low quality ones), but they are 100% in 0.0 cosmos constellations (there is always one active ladar site in constellation). Finding a ladar site outside of cosmos constellation is quite hard, but by no means impossible. You just need patience (lots of it), gas harvesting ship (gas clouds fight back when you pick them) and hauler to transport the stuff back to 0.0 POS for reacting or to empire for selling.
