You can try reinstalling DirectX 9c from Microsoft's website OR download the DLL file from here http://www.dll-files.com/dllindex/pop.php?d3dx9_35 and put it in your windows\system32 folder -

Since you reinstalled Dx and it doesn't work, ∂ownload the DLL directly.

Finally, if that doesn't work, please run start the Eve client using the logserver and file a bugreport (links in my sig). Once the devs look at the logserver file, they can figure out the problem.

This happened to me as well. There are different flavours of DX9c and you need the current one(they seem to update it regularly). If you go to Microsoft's DirectX site and get the November 2007 version of 9.0c, it does the trick. I used the redist version

Hope this helps

google search for november 2007 directX client and install it.

version 9c seems to cover everything for the last year or so and there's different versions bundled with various recent releases.

November directX linky

If you can't download the files from official Microsoft websites it means you haven't got a legit copy of windows and need to get the DLL's from a different source such as www.m3fe.com but naturally I would never condone the use of bootleg windows copies.... that would be wrong.
