Whenever you see a annoying ISK spammer spamming your channels feel free to invite them to Eve's very own HELP channel.
I have found this gets them banned nearly every time.

Try petitioning them under harrassment, gets them banned within a minute or two every time. |

Filing a stuck petition is the appropriate way of reporting ISK sellers. Please do not try and circumvent this.
