While only one of these units can normally be operated at any given time, certain advanced units allow the use of multiple systems.
What "Certain advanced units" is it talking about?
Also, do you have to put this link on each ganged mining ship, or just the mining foreman's ship? |

It simply means that certain command ships can use 3 links at the same time (or use Command Processors to run multiple modules).
For example my gang alt can run 7 gang modules at the same time, however using more than one laser optimization link does not change anything as you will only receive 1 bonus. |

To answer the second part of your question, you need to do the following to get the bonuses from a command link:
1. Find a pilot flying a battlecruiser or command ship, with one or more command links fitted. 2. Put said pilot in a leadership position in a Fleet (such as Squad Commander or Wing Commander).
All of the fleet members "below" the pilot with the command link will get its benefits. So, for example, if the pilot is a Squad Commander then the members of his squad will get the benefits of his command link. |

Sorry for being so dim... but: Does this mean a hauler foreinstance cannot fit one 'mining foreman link - laser optimisation' because it is not a BC or Command ship?  Thanks |
