i've scanned at least 10 systems at every planet from .9 to .5 and i've only found 2 empty encounters.

how many of these are there.

Don't feel so unlucky. I once scanned a total of 16 systems and didn't find a single little signal. I know I didn't do anything wrong, I used an exploration guide. But that was before Rev II. I don't know what's it's like now, I haven't used my exploration char in a while.
