20k+ hull with 60% resists is one hell of a damage sponge.
A 70% (or even more, but 70% is easy and you may have some plates in the setup) armor tank with remote armor repairers is more efficient, there is more armor repaired per capacitor unit for armor than structure.

Imho, the armor should be repaired only when the structure is repaired, I mean, if there is only 10% structure left, what do you rebuild the armor on?
No limitation of this kind should be made.
If there is a damaged gun and several ships trying to keep it alive and functionnal, one can repair shield to have protection against structural damage and the other repair the structure, armor can go totally forgotten. You can do the opposite, repairing armor and structure while forgetting the shield, both are fine for me.
Also, this means that the support ships (cruisers, logistics, carriers or bigger) of all races can be used and you don't need a gallente/amarr carrier to keep your guns online.
