I've got electronics lvl 5 and Mining upgrades to lvl 3 so far..

It still says i don't have enough cpu to fit any of the upgrades

Any help would be apreciated

Like any situation in EVE, ship setups involve tradeoffs. If you want an "uber" tank, you'll need to sacrifice mining output.

With decent mining upgrades skills, you should be able to fit a single mining upgrade (with the other slot possibly being a coprocessor) while retaining your tank.

I think Energy Grid Upgrades skill will reduce the CPU usage of that Eutectic (not sure), so you may need that trained up a bit more (if it is not high already)

With Mining Upgrades at 1, my ice miner alt can fit dual mining upgrades, but that is without anything in the mids.

Also, you might be able to replace that Eutectic with something else that uses less CPU and use rigs to provide the cap recharge instead.
