It'd help to know what type of PvP we're talking about. If you're in a gang then the dual LSE gank Brutix is my preferred setup. If you're solo... best of luck sir.

This is the setup I like to use, You can swapped the hammerheads for ecm drones depending on what you are doing. Does require good fitting skills however with at least AWU IV, though a power grid implant would work. Puts out ~800 dps with guns overheated, and if you run with damage drones easily over 900dps total. Roughly 52k ehp buffer with is decent but hopefully things die before you do :P. You can also swap the scrambler for a long point, or another invuln if you have reliable tacklers in a gang.

This is pretty much the only way to roll, just watch your cap and dont chase fast stuff. Dont kid yourself about the active tank bonus, if you want that take another 15 minutes of ratting and save up for a myrmidon instead. |

So here are some fits just to get you started...if you fly it in fleets you will be primaried...be prepared to die a lot. If you gate camp with it, just overheat everything and pour on the DPS then GTFO...if you plan to fly solo, I honestly recommend using a Myrmidon (look for the normal 2/3 repper fits on the forums)
Just remember your blasters do a lot of damage to an enemy but only if you are RIGHT UP THEIR @$$, this means you need to overheat you mwd right away, get in close fast (in most fleets you wont even get to shoot as any decent FC will pop your relatively squishy but very dangerous IF it gets close Brutix. In general don't bother with neutron blasters unless gate camping. In practice you will get more DPS out of the Ions thanks to their better tracking (and the fact that you can fit a tracking enhancer instead of a power mod in that last low slot, and they are much easier to fit.
Also a possibility is rails...people will laugh at you, but you will be shooting them at range :)...seriously though... don't use rails...or should you? <.<
