for a basic cov op pilot why do people want lvl 5 i looked on evemon at the skill feature nothing was said about lvl 5 although lvl 4 allows for recon |

A few different reasons,
Lower CPU requirements for Covert ops cloak, increase strength of their scan probes as well as survey probe flight times.
Those are for the covert ops ships, the stealth bombers also gain a few increased benefits by taking Covert ops to V instead of stopping just at IV. I personally have Covert ops to V for the added benefits while flying the Cheetah and Hound. |

...... and because most people don't train it on an ALT, which is what usualy gets sold. |

Stealth bombers get very big damage bonuses from covops skill, so if you are doing bomber stuff it is very beneficial |

+15% Torpedo damage and 5% bomb damage per level isn't the worst ship bonus around .. |

Bonusses from ship skills are listed not on the skill but in the ship description, as they vary per ship. If you are looking to buy a character with CovOps V, I have one for sale (it has Recon V too!) |
