CCP wanted it so you could eject all your Cargo from an Industrial ship, say if you were being ransomed for cargo or transfering it to another ship so that it would not take half an hour of dumping it into small containers.
Then Miners started using to transfer ORE to Haulers meaning they would not have to warp back to the station as often. This was deamed an exploit since it marginalized the ships with larger cargo that you could train to get more ORE. This was reversed and Miners complained that they were being robbed and then wanted a defence against this theft so CCP added Aggro Timers to items taken without abbandoning the Cargo or being in Fleet/Corp.
Cue Can Tippers Baiting people.

Great theory, except you can fit over 40,000 m3 in the right industrial, or over 30,000 m3 in a transport ship (Industrial based hull). |

Jet Cans came before Cargo Rigs and Transport Ships were introduced. |
