Returning after some absence, I understand that learning skills have changed? When my download completes and I login with my existing characters (all of whom have all Learning skills maxed), how will this be addressed?

You will find that your learning skills have vanished, but you will have a ton of skill points to re-allocate, that make up for the skill points you sunk into learnings.
You'll probably have a few attribute re-maps available too. |

They weren't changed, they were completely removed. When you log in, you should get a skill point reimbursement.
