I do not know what could have changed if you could fit it before but I know why the Cloak takes up to much space.

-96% to -100% reduction in Cloaking Device CPU use per level

The Cloak costs 10000 CPU, at recon 1 I:E -96% reduction that is 400 CPU, at recon 2 97% thats 300, 98% 200, 99% 100 and at Recon 5 -100% that is o CPU. Each lvl is 100 CPU off the cost of the cloak.
