I don't know what plans there are for PI however when there is already datacore farming for invention why not introduce a sort of planetary datacore farming.
Basicly it should be a way of aquiering datacores however slower than working with a research agent or running complexes. Additional planetary research could be a way of tweaking planetary production.
On the planets:
The player can install a laboratory station on a planet, this research station has two uses the first is "process controll"/"process analysis"/"process research", it increases the production outcome of raw materials and decreases the production time of factories.
The second use is "pure research", the player chooses a specific research field depending trained skills and the labroratory station starts to experiment. All fields can be researched on every planet however certain planets give a bonus to specific field i.e storm planet gives a bonus to electronic and electromagnetic. The research station create <name of field> data discs (basicly a lot of tables with numbers, statistics, diagrams and the boring stuff). [For star ship research bonus such a thing had to be available as pos module.]
The data discs alone aren't enough to create a datacore, for that it needs a "thesis" in the specific field those would be produced at planetary accademies (can be build on barren and temperate planets).
Thesis and <field> data discs are then combined in a research center which should be both a planetary building and a possible pos module, in this place they are combined into data cores.
A suggestion for the rates for data discs would be one per week per labroratory for a thesis it would be one per month and for a datacore thirty data discs plus one thesis, this way it would still be more profitable to work with research agents on the other hand it would be a slow crawling way for more industrial minded people.

While I think your overall process and production numbers need tweaking... you have a brilliant idea!
Use PI to produce datacores too. This would allow Null-sec to ascertain the datacores they need for invention locally! I think there is some excellent potential here.
Oh, and who cares if it produces better than R&D agents. R&D agents are passive income, and PI is much more active... hence it should be more productive.

I included a faction based "research facility" for Planetary BPO research, invention and subsequent manufacturing in my suggestion for the future of PI located here, but never considered datacores at all.
