In theory could one group of players compleatly choke the entire t2 production of eve? I'm talking about tech moons, if every owner agreed to not sell any product for a month would we see prices of ships and mods double or even triple?

You'd have to get all technetium moon owners AND all technetium stockpile owners (which may or may not be former moon occupants) to agree to not sell (which is quite difficult, especially as prices rise), then you'd have to wait for the advanced materials, then T2 components and finally T2 items to radically raise in price.

Theoretically, doable.
Practically... not really.

Only a little, but it makes sence, even if they hold out for 2 weeks the amount of ships lost it that time would spike prices heavily,

Most corps on tech moons are in dire need of funding and they even drop tech to BUY ORDERS at most on a weekly basis, usually even more often.
You really think those people would abstain from selling any of their product for weeks ?
And as soon as they start selling, prices will almost certainly drop below previous volumes, because a lot of the normal flow of usage was severed thanks to the rapidly climbing prices while the rest of the chain didn't keep up (from moonmin to T2 item, there's usually a delay of at least 3 weeks, sometimes even up to 2 months), so only the first to sell would see any profit, the rest actually getting a loss.
Why would anybody set themselves up for that ?
You'd need to get a single corp (or, at most, alliance, certainly not a coalition of alliances) to be in control of almost every tech moon while at the same time scooping up most existing stockpiles.

TL;DR still not likely to ever actually happen
