I don't think they've announced the winner yet (I might be wrong) But it won't be available until 2012 if ever. |

OP is impatient and this isn't the right place to ask, but I'll bite.
Devs have said that it takes at least 6 months for a ship design to percolate through their art/design process starting from a concept image, or even to add something as seemingly trivial as another turret model.
So don't expect it until after Incarna. |
