So what are they and how do they work? Can anything be made unprobeable that can still solo L4's without a ridiculously expensive fit? Any examples appreciated.

its easy when you know how, but only certain ships can pull it off and still have a decent tank mi owd.
Sig Radius divided by Sensor Strength must be less than 1.08.

On a long enough time scale, the probeability of every ship drops to zero.

If you can't wait that long, I can be of service.

It means, that when your ship is not cloacked it can't be found(*) with combat probes, but appears on d-scan when in range (14AU).
Strategic Cruisers can pull it off easily with the Dissolution Sequencer Subsystem and still deal a lot of damage and are able to tank.
Other ships will be handicapped after you fit them 'unprobable'..
It usually involves stuff to bring your sig radius down (or at least not increase it) and also to bring your sensor strenght up.

Aim: sensor strenght/sig radius > 1.08

Stuff that helps:
X-Instinct booster
ECCM
Ganglinks when in Fleet (one brings sensor strenght up, the other sig radius down)
T3 with Dissolution Sequencer subsys
Halo implants

(*)no 100% scan result

Thanks for the explanation. The sig radius bit I can understand but I still don't really understand why increasing sensor strength makes your ship less likely to be probed... but I guess wtf if it works!
