My suggestion is to perhaps have implants that target specific skill ranges.
For example: add a +5 implant for 0-10 Million skillpoints and one for every 10M skillpoint range thereafter.
CCP could actually "balance" the cost of these implants by making the lower skill range ones cheaper to buy etc.
They could also add some unique implants/boosters like the new cerebral booster thing that will double training time for a period based on your existing skillpoints - so it might only last a few days for a 100M vet but last a month for a 1M SP newbie.
Using the existing skillpoints as a requirement you could also offer "elite" kinds of rewards for veterans such as a booster to counteract interdiction (as the T3 subsystem) or practically any temporary boost you could think of...
This is a raw idea but i think its something that could help/appeal to new players and vets alike.
