i could check the rules but i do believe that
1: seller must pay transfer fees
2: Character must be stripped of all assets.. so i do believe that you cannot include the 140 million in the characters wallet into the final sale price of the character.

Per the forum/CCP's rules you have to pay for the transfer. It isn't your choice. And as the poster said above, assets are to be removed from the character before transfer.
