How well does it work? Is it viable for fast hit and run pirate gangs? I knwo it isnt as fast as the Vagabond, but is it anywhere near as effective?

Short answer: No.
Deimos is a bit of a coffin. It doesn't have the speed to make up for its tank and when it's fit with blasters you have to be altogether far too close to your targets to do anything.
Expect to be primaried. A lot. |

In theory, it MIGHT work... but you'd have to deal with a host of problems that are inherent in the ship itself.
In solo combat; you'd need to either deal enough DPS to kill the target before you pop or have enough buffer to outlast them. With a nano-fit you'd be relying almost exclusively on the former. You COULD use ECM drones to put the odds more in your favor, but they are not really the best option given their reliability (or lack of thereof). There are also dangers of being kited by ships that are faster and/or have better range than you do (i.e. Vagabonds and Cynabals would ruin your day).
In gang/fleet combat; you might fare better here, especially if you are the only one flying a Deimos (the ship is so uncommon in PvP that it might take about a minute or two for the enemy FC/Targetcaller to notice you). However, without that buffer you'll go down VERY quickly, more than usual... and especially so if you plan to fight on gates (since you mentioned piracy in your OP).
That said, the Deimos CAN be an effective nano-facemelter however it is simply outclassed by a number of ships (some of which are cheaper options). My advice? Nano-Ishtars are quite effective AND can fit a bit of a [shield] tank... however they have some GTFO issues with regards to their drones (you may have to leave them behind) and will take a tad longer in ganking other ships. |

Ive been wondering how would Deimos gang with Claymore + 2-3 Guardians perform. If using ECM vespas and faction webs. Some lower grade faction webs doesnt really cost much (10-20mil?). And with claymore+overheat they web nicely over 20km. |

In a way they did. It's called Vigilant.  That said, the most interesting fit I've seen lately is the "Vamos" build — stick it full of tracking enhancers, load it up with neutron IIs and null, and fight in falloff (~15–20km). |

Short answer.... not really. If you have the minmatar/projectile skills... use a vaga for this role. If you dont, then your choices are A) fit blasters which dont have the range to do what youre thinking, or B) fit railguns which dont have the tracking or damage. |
