I have trained up a char with high industry and science skills. How do I find places that I can research BPO's and manufacture stuff? He has a decent standing with Federal Intelligence Office, so would be a way to find theirs. |

Not really answering your question, but in high sec you are better of researching your bpo's in a POS. Do that right and have your POS around a moon in a system that has a station from where you can manufacture items and you've got 2 flies in a row.
You need 5.0 faction standing to raise a POS in 0.5 security space and be in a player corp.
Reason I suggest a POS is that almost, if not all, empire research slots are filled to the roof.

If your question is what you have to click to find out where, there's a tutorial for that. Short version : open up Science&Industry window from the sidebar, go to installations, play with the options.
If your question is where do you find a place you can do it soon in highsec because everything is queued up heavily, that depends. Research : use a POS lab or get in the (long) waiting lines like everybody else without a POS. Manufacture : you should have no trouble finding empty manufacture lines somewhere nearby in highsec.

You can also go to the starmap. There's an option that colours stars by available lab or manufacturing slots, unless I'm mistaken. |
