Is it okay to message contract issuers to offer a buyout on Auction contracts? I just hate warping over to another region to bid on something only to get it sniped from me while I'm at work.

Go for it. Often contract holders and auction posters have multiple items up. You may find for example they dont have a singular dark blood heat sink but 5 of them - making it easier for you to and fit etc. Also feel free to pm item exchange contract holders asking for reductions in prices - most will tell you to go away. However you might be able to negotiate over quantity/price.

note that if there are any bids they can't take the contract down.

also they might not want to take it down due to fees.

tbh I'd ask anyone if there's something I want for that reason, either they say no or they say sure (and at times with an increased cost to cover their fees).

So imo go for it, if a seller gets upset or annoyed that you ask it's their loss, since you're a customer after all and would probably go to someone else.
