The system runs exactly like the system that Chribba uses for entry and winner determination, If winner is non NC then winner will pay chribba fees in lowsec.

This is no scam u rtard. check teh 2 links you can see whos allready baught tickets and previous auctions done through WI lotto. and the chribba quote was for ppl to know that the isk is done by api dragging and thats exactly how chribba does it.
