I've been on the wrong end of a Noir. operation in 0.0 (Immensea...) and while I managed to avoid losing ships to them (although VERY narrowly on at least one occasion) I was impressed by their persistance. I mean, for the week or so that operation lasted, there was ALWAYS a Noir. gang running around in our space. One or two times, a blob was formed to chase them out. An hour later, they'd be back. Very consistent. They must've cost us WAYYY more in lost carebearing income than they cost their employers. Plus, they got quite a nice tally of kills as well.

If that operation is representative of their professionalism and the caliber of job they do (as stories from other people lead me to believe it is) they're no doubt a safe bet for any jobs you might have.
