Have missions have multiple objectives so you can choose the difficulty level yourself. Remove mission levels and make them just a suggestion to how hard the objective is.
Example: Massive Attack, 4 rooms; 1st frig/destroyers, 2nd destroyers and cruisers, 3rd cruisers and bc, last room battleships. objectives: L1 non combat: investigate the ruins at room 1 and return to agent. L1 mining: Mine X amount of ore from room 1. Do not approach the ruins. L1 combat: Attack the ruins and destroy the enemies that arrive. Bonus: ? L2 non combat: Retrieve documents from room 2 and deliver them to [someone 3 jumps away] L2 mining: Mine X amount of some ore from room 1 L2 combat: Destroy the enemies at 2nd room and bring back the stolen items from the boss. Bonus: ? L3 non combat: investigate all rooms and steal documents from room 3. L3 combat: Kill boss at 3rd and 4th room. Escape before reinforcements arrive. Bonus: Loot the key from boss at room 3 to get passage to bonus room that needs to be done in a speed tanked HAC. L4 non combat: investigate all rooms and steal documents from the last room. L4 mining: mine X amount of some ore from room 2 L4 combat: Destroy the enemy base at room 4. Bonus: If you don't destroy the communications tower immediately you will have massive reinforcement group spawn that need to be completed with 2-4 man remote rep battleship gang.
You could do any objectives listed in the mission. You would get LP, ISK and standing for each objective. Non combat missions would be kinda like courier missions but you'd have to pay some attention to transversal speedboating through them. Anyone could do any objective they have skills to do. Player with L1 equivalent could do L2 objectives even if he didn't have standings for them if he was good.
