If this isn't a pathetic troll attempt... *sigh*... you need to train Empire Management to level 5 first, be the CEO of a player corporation that is not in an alliance already, then spend 1,000,000,000.00 ISK out of your personal wallet in order to create an alliance.
You will then need to pay alliance maintenance fees regularly, or the alliance gets disbanded.
Other corporations that join your alliance need to "express support" in your leadeship, if they decide to elect another leader they can simply take it over, then kick you out of your own alliance.

In not so many words : if you don't have a few hundred people joining EVE to follow your lead, then just spend another half a year (the very least) learning things about the game, and only AFTER that start to think about creating an alliance.

Without meaning to be offensive, people around here are pretty hostile towards people that don't spell at least halfway properly, since the game requires more than a bit of not-so-light reading in order to properly get into... and the exact way in which you misspelled your post implies you are likely to be a native English speaker who didn't bother much in school.
Out of that, he (sniperwolf) concluded you might not be able to really enjoy the game, and probably encounter ever-increasing hostility instead of friendly players (there's a shortage of those to begin with, even if you are a curteous person that spells like an English professor, let alone when one has to bother decyphering what you could possibly mean out of what you wrote), so he made a suggestion for you to not bother with the game, phrasing it in such a manner as he perceived you would be capable of understanding without a lot of effort.

I am referring to the possibility of some experienced player that would intentionally misspell most of his words in the manner you did, asking for something that he knows would be completely outrageous for a 2-days old player to ask, and "trolling" for annoyed answers.

And by the way - you also posted your question in the WRONG subforum.
This subforum is for things NOT directly related to the game.

Your question - in EVE terms - is something akin to a real-life pre-schooler asking what the requirements are for taking out a bank loan in order to create his own island country... namely, something completely out of that person's realm of comprehension for the time being.

Sure, you can create an alliance - but it requires a lot of skill training and a lot of ISK, precisely because making an alliance is not "newbie bussiness". Matter of fact, it's not even really any veteran's bussiness either, very few alliances actually exist, and even those are considered by some to be too many already.
There is no significant advantage for being the creator of an alliance, and without support of your allied corporations you would not be able to retain its leadership anyway. In order to succesfully lead an alliance, you need leadership skills comparable to those you would need to have in real-life for a leadership position, on top of plenty of free time and ingame experience. If your opening post would be any good indication of that, a vast majority of players would find you severely lacking in both departments - hence the reactions you are getting.

So... yeah... there you go.

Well, we have two options : it's either a troll or a young teenager with limited education and anger issues. If it's a troll, it was a rather weak troll, not much to really get angry about, just makes you want to /facepalm instead, so I'm leaning towards the latter.
In both cases, the three options are to ignore, respond aggressively without helping anybody, or respond curteously and hope somebody can extract a bit of useful knowledge, be it the OP or other casual, drive-by readers.

I'm guessing DragonWraith is just a text speaking teen, they do exist on the net. The question is funny to long-time players but as a new player it's not that hard to forgive. Obviously posting it in OOP however needs immediate action. Wink

Anyway, DragonWraith, welcome to New Eden. Alliances are far too complex to worry about for a new player (and even old ones Embarassed). Check out the New Citizens and Skills forums for useful starting advice, don't be shy to ask your brother and other members of your newbie corp for help and when you've found a few like minded players, make a corporation (Eve equiv. of a guild or group) for yourselves.

You need the corp management skill (and 1-2 levels of ethnic relations if you want players of other races in your corp. Gallente are of course only good for target practice). Then just dock at a station and open up the corporation interface (about 1/3rd down the left bar of your UI). It should be quite easy to figure out after that.
