New things, when introduced into eve, often are "Prenerfed" by ccps own admission, as eve is so complex its difficult to find all quirks etc through testing before releasing.
The, once new, "Non Pirate" 0.0 Implants seem to have been forgotten by ccp as they clearly still are prenerfed. which is unfortunate as they could be good game content rather then being a collectors item in some hangar.

All these sets are only available through Lp-Stores for which missions have to be done in 0.0
The missions itself do not yield more money or lp then a lowsec mission.

If you compare the sets listed below, which are only available in Low-Grade, with the long ingame pirate sets such as the slave or crystal set and also keep in mind that the factions that give out the "new" implants listed below do not have faction bs in their stores it should become obvious that they are lacking.

Low-Grade Centuarion Set.
This ocular filter has been modified by Mordus scientists for use by their elite officers.
Secondary Effect: 1% bonus to optimal range of ECM, Remote Sensor Dampers, Tracking Disruptors and Target Painters

The bonus itself really makes me scratch my head - as clearly all the trouble you go through to collect the lp it just isnt worth plugging in even if for free as you only add 2 points to your attributes.
Its too niche to be used by dampening or tracking disrupting ships - those would be way out of their weapon ranges before the implants would come in.
Ecm ships dont need this set as the ships with ecm bonuses either have a range bonus or not a chance to get enough lockrange to make up for it.

My proposal would be to change the bonus to Sensor strength. With all the falcons out there this would meet a demand while at the same time never being able to become overpowered with other factors (It wont affect Damps tracking disruptor etc.)
Should falcons get a nerf jamm strength could be an alternative.

Low-Grade Edge Set

This ocular filter has been modified by Syndicate scientists for use by their elite officers.
Secondary Effect: 1% reduction to booster side effects

I havent really heard of any syndicate fation and wouldnt be surprised if this is just a placeholder.
Anyways, if it exists ingame that bonus should boost either the booster amount, or make any negative side effects possible.

Low-Grade Harvest Set

This ocular filter has been modified by ORE scientists for use by their elite officers.
Secondary Effect: 1% bonus to the range to all mining lasers

It seems kinda useless? But i cant add much to that.

Quote:

Low-Grade Nomad Set

This memory augmentation has been modified by Thukker scientists for use by their elite officers.
Secondary Effect: 2% bonus to agility

A sett that really is worth the work and risks it takes to get.
Bummer theres no High Grade version, shieldtanking mothership pilots could use that instead of +5 implas.

Low-Grade Virtue Set
This ocular filter has been modified by Sisters of Eve scientists for use by their elite officers.
Secondary Effect: 1% bonus to scan strength of probes

As the Nomad set, this is worth the work.

And while im at it,
Quote:

Talisman Set

This ocular filter has been modified by bloodraider scientists for use by their elite officers.
Secondary Effect: 1% reduction in the duration of modules requiring the Energy Emission Systems skill

This set is since the introduction of pirate sets the one least used of them. Why it was never changed i dont understand as the obvious change to make this useful would be to make its bonus count towards Nos/Neut Amount instead.

Talisman Set bonus increases the Nos/Neut amount more than a direct bonus to Nos/Neut amount, in the same way that a RoF bonus increases damage more than a direct damage bonus.

There's a lot of enhancements a Curse pilot might want besides this one, but it isn't weaker than a direct bonus to amount.

You can get Edge implants from running for the Intaki Syndicate. They grant you Syndicate LP.

(I currently have 80k LP with the Intaki Syndicate so if you're interested... let me know).
